The Order amending the methodological rules for processing the transit declaration in the New Computerized Transit System has been published in the Official Gazette. According to the Customs Service, the amendments are related to the need to set up a single, specialized structure to deal with the investigation of goods under transit, IPN reports.

Likewise, according to the Customs Service, the changes are in line with the requirements of the Convention on Common Transit Procedure, an international agreement that Moldova plans to join in 2025, in order to create a "centralizing office" in accordance with the regulations.

By centralizing the tasks, the Customs Service intends to increase the efficiency of procedures, taking into account the territorial factor of the Republic of Moldova, which allows the extension of functional competences throughout the country.

The Customs Service also says that an important aspect of this process is the implementation of a new electronic transit system, realized with the support of the European Union and the United Nations Conference on Trade and Development. The national transit system NCTS5-MD, compatible with the requirements of the trans-European transit system NCTS P5 (New Computerized Transit System phase5), which is an integral part of the commitment undertaken by the Republic of Moldova under the Association Agreement with the European Union, which aims to ensure the progressive interconnectivity of customs transit systems.

In order to implement this new system, the Customs Service has developed the methodological rules for processing the transit declaration, specifying the technical functionalities of the NCTS phase5. Order No. 498-O/2024 regulates aspects of the operational flow on the enquiry component, and in the process of revision it was found necessary to clarify the way of transmission of the Notification of Arrival of Goods by the Agreed Consignee.
