The head of the Lodging and Orientation Center for the Homeless, located on Haltei St in Chisinau, tendered his resignation after an internal audit revealed a number of irregularities in the management of the institution, IPN reports.

Head of the Internal Audit Division of the Chisinau City Hall Raisa Cotorobai presented the audit results. As there are not enough places at the center, the persons are accommodated in the hall in inappropriate conditions. 74% of the people lodged at the center have stayed there for two to five years at a time when the longest period of stay must be three month. For many homeless persons, the center became a home. A part of these persons work. “There are periods with frosty days when the center cannot accommodate all the homeless persons because it lodges people who can find a home by themselves,” stated Raisa Cotorobai.

The internal audit also revealed deficiencies in the management of the human resources. A number of posts at the center are unnecessary. As a result, the public money is used inappropriately. Among other irregularities are the absence of work record books and the incomplete employment files.

The procurement process is not transparent. The files do not contain information about the volume and type of purchases and the prices. The fuel had been used for unjustified purposes. Losses are also sustained because the accounting software that cost the municipality 18,000 lei is not used at full capacity. The software is maintained at a cost of 12,000 lei a year even if it is only 30% used.

Raisa Cotorobai added that during an unplanned inspection at the center, they discovered a mini furniture assembling plant working there without authorization. The used flammable materials were stored in the center’s boiler room and posed a danger of fire.
