Chisinau City Hall does not respect Law on Assembly, CReDO

The Resource Center for Human Rights (CReDO) considers that by its decision to authorize the trade unions and the Government to stage public meetings on May 1, the Chisinau City Hall violated the Law on Assembly, Info-Prim Neo reports
According to CReDO, the City Hall should have given the right to assemble to the Liberal Democratic Party of Moldova (PLDM) first and then, in order of priority, to the Communist Party (PCRM)
CReDO director Sergiu Ostaf said that under the law, the PCRM becomes the next organizer of the meeting if the PLDM gives up holding a rally, because the law does not allow giving the right to stage meetings to another organizer by avoiding the order ort priority.
“We regret the lack of constructive cooperation between the applicants for staging meetings on May 1, especially because the PLDM and the National Confederation of Trade Unions could have staged meetings in the first half of the day, while the PCRM in the second half,” said Sergiu Ostaf.
He also said that the City Hall should have allocated places for mounting meetings on May 1 to all the applicants, including the square of the National Opera House, the squares in front of the Academy of Sciences, the Parliament Building and the City Hall
Sergiu Ostaf stated that the City Hall’s decision shows that the local authorities ignore the law and obey orders from above.
The Resource Center for Human Rights will submit an official application to the Chisinau City Hall, asking that it should review its decision to authorize the Government and the National Confederation of Trade Unions to stage events in the Great National Assembly Square on May 1.
Applications for organizing public meetings in the central square of Chisinau were submitted by the PLDM, the PCRM, the NGO “Salvgardare”, the Social Democratic Party, the National Confederation of Trade Unions, and the Socialist People’s Party of Moldova. The PLDM and PCRM wrote the applications on March 16, but the first party filed the application earlier than the second.
