The cooperation between Moldova and France in the field of decentralization of the local power is a trump card for developing Moldovan communities. The transfer of experience and good practices from France to Moldovan localities is a necessity for communities, mayor of Cazangic village of Leova district Ion Gutu stated in a news conference at IPN where there was presented a project that will be implemented in the commune with financial support from the Embassy of France in Chisinau.
According to Ion Gutu, the cooperation between the two states in such an area as decentralization of the local power helps the best to improve the quality of services intended for the citizens. More projects within which foreign specialists visit Moldovan villages to share their experience should be attracted. This should be a goal of the local authorities – to bring foreign specialists in public services and to obtain solutions to community problems from them.
“We have those services that exist in France. We should borrow the good practices from the developed states and what is good for us. Those who go to developed states experience a blockage when they return as they see how different things are. We must tend to do so that things develop,” stated Ion Gutu.
Executive director of the Congress of Local Authorities Viorel Furdui said this project won by Cazangic, within which a group of French specialists will come to the village to share their experience in improving local public services, is a very good example.
“In the relations with the development partners, during many years we have promoted the idea of providing financing within projects to the local public authorities, without involving intermediaries that not always make an objective selection of beneficiaries,” stated Viorel Furdui.
He noted that France is a very good example in terms of improvement of the local public services and many aspects of its administrative system are similar to Moldova’s.
