The Government endorsed a new bill on works and services concession amid the updating of the legislation on concessions, IPN reports.

The provisions of the new law will apply to the concession of services and works for a period of at least five years, but not more than 35 years, whose estimated value, without VAT, is equal or higher than 1 million lei in case of services and 5 million lei in case of works. The law does not refer to services of general public interest, which are not economical in character.

The Government will designate the central public administration as contracting authority, while this will help local public authorities initiate concessions and will keep a record of concession contracts.

The bill provides that the dues paid by the concessioner (economic operator) can be set in money or in products and services and can be paid in one tranche or in regular tranches during the concession period.

The concessioners will be chosen at a public contest or by competitive dialogue.

According to the authors, the bill promotes the principles of loyal competition between economic operators and the use by these of the available state resources based on the principles of cooperation and efficiency.
