Three candidates for the post of judge of the European Court of Human Rights (ECHR) are to be selected and presented to the Government by July 1, 2012. The executive decided to set up a commission for this purpose and approved the regulations concerning the conduct of the contest for filing the post of ECHR judge, Info-Prim Neo reports. The candidates will be chosen by open competition. They should have the best moral reputation and profound knowledge of the national legal system and international public law and experience of work in the area of human rights. They must be proficient in one of the official languages of the Council of Europe – English or French. The candidates will sign a statement, pledging that if they are elected, they will not carry out activities that are incompatible with the independence and impartiality of this post. The commission has 15 members, including Minister of Justice Oleg Efrim, the Government’s secretary general Victor Bodiu, Deputy Head of Parliament Liliana Palihovich, secretary general of the President’s apparatus Ion Paduraru, and Deputy Minister of Foreign Affairs Natalia Gherman. The Government of Moldova was invited by the Bureau of the Parliamentary Assembly of the Council of Europe to present the list of the three candidates by July 27. The list will be examined in the PACE session of October 1-5.
