Government's right to set quotas for universities declared constitutional

The government's privilege to set enrollment quotas for higher education institutions do not contradict the Constitution, as found in a Constitutional Court's judgment published Friday, Info-Prim Neo reports.
The ruling came in response to an action initiated by Ombudsman Tudor Lazar last November in which he alleged that the practice of setting quotas was limiting the right to education and work.
The Constitutional Court in particular found that “the constitutional provisions don't forbid Parliament to delegate to the governmental authorities powers in the area of education and, consequently, the Government and the Ministry of Education haven't exceeded their authorities” in this matter.
The Court stated that the practice of setting quotas didn't limit the guaranteed right to education, as all people had access to education within the conditions established by law. It further remarked that the practice was established in a number of countries as a means to meet the demands of the labor market.
