Justice Ministry proposes creating Notary Chamber

The new bill on the organization of the notarial work provides for the creation of the Notary Chamber as a self-management and professional representation body. The legislative initiative was drafted by the Ministry of Justice and is discussed with the European partners in a roundtable meeting on April 16-17, IPN reports.

Lilia Ionita, deputy head of the Ministry’s General Legislation Division, said the bill contains regulations aimed at reforming the system for organizing the notarial work and at modernizing the status of this profession, in compliance with the objectives set in the justice sector reform strategy for 2011-2016.

The representatives of the Justice Ministry said the notaries until now didn’t have an institutionalized professional body. Now they will have a Notary Chamber. The bill also institutes disciplinary liability for notaries on probation. The professionals admission rules were also modified. The Ministry’s Licensing Commission is the only body empowered to admit new members into the profession.

German Ambassador Matthias Meyer welcomed the initiative to improve the legal framework on notarial work and stressed the importance of the profession of notary, saying that in Germany it enjoys the greatest trust among the people.

Jon Meyer, executive director of the Notaries Union of Germany, said that the bill can be generally characterized as successful. He expressed the German side’s readiness to continue to hold discussions on the issue.
