Length of service with Transnistrian entities after 1992 will be considered non-contributive

The length of service with entities based on left side of the Nistru River after January 1, 1992 will be included in the insurance period as non-contribute period because, starting with this date, the persons who work in Transnistria do not pay contributions from the earned incomes into the state social insurance budget of Moldova. This is provided in a bill to amend and supplement the Law on the Public Pension System that was proposed for public debates, IPN reports.

The informative note to the bill says that in order not to affect the social rights of the given persons, the National House of Social Insurance will take the given period into account when calculating the insurance period for setting the pension, but this will be considered non-contributive.

According to the Ministry of Social Protection and Family, which drafted the bill, the national currency of Moldova is not in circulation on the left side of the Nistru and it is thus impossible to determine the real incomes of the persons who worked in Transnistria. The minimum monthly official salary on the day the pension is calculated will be taken into consideration when determining the average monthly insured income for the given period.

A sum of 386,400 lei from the state budget is needed to cover the costs related to the non-contributive periods of the socially insured person, associated with the insurance period for the insured length of service with entities based on left side of the Nistru, in 2018. For 2019, the figure stands at 830,200 lei, while for 2020 at 1.313,1 million lei.
