The Republic of Moldova plans to establish a robust and modern national defense system with a professionalized human resource and capabilities suited to current security challenges. This objective is outlined in the National Defense Strategy of the Republic of Moldova for 2024–2034, approved by Parliament, IPN reports.
According to Defense Minister Anatolie Nosatii, the global and regional security environment has become increasingly unpredictable and complex in recent years, marked by rapid transformations, turbulence, and violations of international law principles. The direct military aggression of the Russian Federation against Ukraine has significantly impacted the peace and security of the Republic of Moldova. The strategy identifies risks and threats to national defense, including the potential establishment of a land-based military corridor by the Russian Federation to Moldova's borders, hybrid actions against Moldova, the illegal stationing of Russian military forces in the country, and the armed formations of the unconstitutional regime in the Transnistrian region.
The document emphasizes that implementing the strategy will significantly impact the state, society, and citizens. It aims to ensure a stable and secure security environment while strengthening the resilience of the state and society by enhancing institutional capabilities for crisis management, risk response, and threat mitigation. Additionally, the strategy supports Moldova's national goal of European integration by facilitating the integration of the national defense system into the European security and defense architecture.
In response to a question from Deputy Marian Radu about how the state's approach to security has changed following Russia's invasion of Ukraine, Anatolie Nosatîi stated that the focus is now on transforming the National Army to defend the country's integrity and sovereignty.
The Minister of Defense also clarified that modernizing the defense forces aligns with the principle of neutrality. He referred to the 2017 constitutional interpretation, which mandates that the government and parliament protect the country and ensure the security and defense of its citizens. According to Nosatii, the strategy provides clear guidelines for developing the national defense system, which will bring transformative changes in the interest of the country and its people.
The National Defense Strategy of the Republic of Moldova for 2024–2034 was drafted by a commission established by presidential decree, comprising representatives from institutions responsible for defense matters.
