The outgoing director of the Moldovan Railways (CFM) Oleg Tofilat said that he was made to leave office because the enterprise is in danger and the manager and senior decision-makers cannot agree on a common remediation strategy, IPN reports.
In a Facebook post, Oleg Tofilat noted that he is worried about the continuity of activities at CFM and that the tools available to the enterprise’s manager are not sufficient for intervention. “The necessary measures – capitalization, loan guaranteeing, sale of nonoperating assets, staggering of fiscal bonds, annual budget allocations for infrastructure and passenger transport – are up to political decision-makers. And they do not come either at the necessary time or to the necessary extent,” said Oleg Tofilat.
The outgoing director considers that 20% of the revenues of the railway sector should come from the budget, but at the moment transfers are equal to zero. Any reduction in transport demand leads to difficulties in making payments.
Oleg Tofilat also said that there is no protection against adverse interference by “the justice” and “regulatory authorities”. “The reports of the last five years since the financial inspection are between inept and criminal. We vehemently challenged the very poor performance of the inspectors in March 2023 – at the leadership of the financial inspection, at the Ministry of Finance, in Parliament. We called for public hearings on the ‘findings’. We asked to annul the abusive prescriptions – zero effect to this day,” stated the outgoing CFM head.
Oleg Tofilat resigned from the position of director general of the state-owned enterprise Moldovan Railways on January 29. The resignation was tendered to the founding institution, the Public Property Agency, which noted that until a successor is appointed, Oleg Tofilat will continue to fulfill his duties so as to ensure the normal operating activities of the enterprise. It was recently reported that the entity has been facing financial problems and, because of this, the employees have not yet received their salaries - a fact that was admitted by Oleg Tofilat. According to him, the enterprise has only the money it earns and the decline in revenues generated salary arrears.
Oleg Tofilat has served as CFM director since May 2021.
