Ombudsman files challenge over repayment of debts with public money to CC

The people’s ombudsperson Mihail Cotorobai requested the Constitutional Court to pronounce on the constitutionality of the law that provides that state bonds will be issued to cover the gap caused by the thefts committed in the banking system, IPN reports.

According to the ombudsman, four articles of the Constitution of the Republic of Moldova weren’t taken into account when this law was adopted. These refer to the guaranteeing of dignity, human rights and freedoms and the state’s obligation to ensure conditions for improving the quality of life. The implementation of the law will affect one of the basic human rights – to decent living conditions, which is also guaranteed by the Constitution.

Mihail Cotorobai said the package of laws envisions the diminution of incomes and costs in the state budget and the mandatory health insurance funds budget. The situation is worrisome as these public budgets for the next few years will be adopted in accordance with the terms of the agreement on the issuing and redeeming of state bonds signed by the Ministry of Finance and the National Bank of Moldova.

Furthermore, the ombudsman said there is a risk that the debts related to the banking frauds will be repaid from fiscal sources. If so, there will be generated major risks that could endanger the sustainable development of the state.
