People’s ombudsman Mihail Cotorobai suggested granting amnesty on the 25th anniversary of Moldova’s independence, given that this method hasn’t been used for ten years. He also announced his intention to submit proposals designed to improve the process of releasing prisoners on parole to the authorities, IPN reports.
In a roundtable meeting staged by the Office of the People’s Ombudsman on the International Day in Support of Victims of Torture, Mihail Cotorobai said the problem crowdedness in jails can be remedied by modernizing the national penitentiaries and optimizing the process of releasing on parole detainees whose deeds pose a reduced danger to society. The given mechanism does not really work now and he will thus formulate a number of recommendations for improving this process.
Attending the meeting, UN Human Rights Councilor Claude Cahn said the victims of torture have the right to rehabilitation and it is important to investigate the cases of torture and to identify the abusers. He underlined that the discussion held within the roundtable meeting will enable to identify possibilities of eliminating torture in the country, by concerted effort.
