People who intend to enter military service under contract or who perform military service in the Defense Ministry will be subject to a polygraph test. A draft to this effect was passed by MPs in the final reading, IPN reports.
The Defense Ministry says that polygraph testing is an international practice applied to military and defense personnel who have access to information attributed to state secrets, as part of regular or selective checks.
The draft also expands the restrictions on contractual military service and the grounds for dismissal. One of the requirements concerns the filing of a declaration of assets and personal interests, with the aim of eliminating the risk factors arising from failure to comply with the legal regime of incompatibilities, conflicts of interest and declaration of assets and personal interests during the performance of service. Such provisions can be found in the normative acts regulating the status of persons exercising public office, public dignity, with special status.
The document also includes issues related to disciplinary sanctioning of military personnel. The Commander General of the Carabinieri Inspectorate General will be granted the full right to apply disciplinary sanctions to subordinate employees.
The draft law, drafted by the Ministry of Defense, also clarifies the status of students in military schools. Students enrolled in the Military College will have the same status as students in other post-secondary technical vocational education institutions. They will be considered to be in military service by contract, from the moment the military service contract, which will be concluded upon reaching the age of 18, enters into force.
