The citizens of the Republic of Moldova will be able to sell or buy a car without going to the subdivisions of the Public Services Agency (PSA). This can be done online. Thus, the vehicle sale-purchase contract will be automatically generated, in electronic format and will be available from MCabinet. At the same time, the provisional registration certificate, in electronic format, in the name of the new owner, can be obtained immediately after the transaction is validated by the PSA, IPN reports.
According to the Agency, at this stage of implementation of the service, seller can be a natural or legal person, who owns a vehicle, or a representative empowered through MPower by the owner. For now, only an individual can be buyer. One condition is that the cars should have new type license plates and should not have prohibitions and restrictions. Car numbers cannot be changed.
The amount of the transaction must not exceed 50 salaries per economy, which for 2024 represents 685,000 lei. The amount can vary depending on the size of the average salary in the economy.
The vehicle sale-purchase contract will be generated automatically, in electronic format, being available from MCabinet. The provisional registration certificate, in electronic format, in the name of the new owner, can be obtained immediately after the validation of the transaction by the PSA (within one working day) and can be accessed from MCabinet or the EVO application.

"The service that we are presenting today has an innovative element, compared to the other 43 services available. It is the first electronic service in the Republic of Moldova that involves a transaction. In the services existing today, a good part consists in the provision of information, supporting documents, extracts, criminal record, but in the case of this service, a remote transaction takes place. The practically complete online transcription, sale of cars do not exist as a service even in half of the European states", PSA director Mircea Eșanu said in the launch of the service.
"What is very important to note is that access to these services and access to public information cannot be possible without access to the digital identity. This is done through the electronic signature. Respectively, the electronic signature, in any current form and in the format that we undertake to make available to the citizens, is the key of access to these services. To access the services, we encourage everyone to obtain the electronic signature. We currently already have 200,000 active signatures," said the director of the e-Government Agency Nicoleta Colomeets.
