Savings and loan associations will accept savings deposits in cash, similar to banks. Lawmakers voted on amendments to the law on making cash settlements, IPN reports.

At the same time, the deadline for the Law on Making Cash Settlements to enter into force was extended from April 1, 2025. During this period, electronic/bank transfer procedures for real estate purchase contracts between individuals are to be improved and information campaigns conducted.

The law limits the value of cash transactions between two individuals to 100 average wages in the economy (approximately 1.6 million lei or 80 thousand euro in 2025) for real estate transactions and 50 average wages in the economy for automobile transactions. Any transaction exceeding these values will have to be carried out by electronic means.

Members of the Parliament Dorian Istratii and Petru Burduja proposed to extend the deadline for registering beneficial owners by 12 months. According to the MEPs, economic agents will have enough time to comply and the pressure on the Public Services Agency will be reduced. As a result, penalties will be avoided for economic operators for reasons beyond their control.

At the same time, according to the amendments to the Customs Code, the Customs Service will ensure the transmission of seized, confiscated or abandoned goods to the FSS for commercialization. Likewise, the time limit for conducting customs operations on the basis of securities taken in work by the Customs Service will be extended until January 1, 2024. This will allow economic operators and customs brokers to use bank guarantees as an instrument for securing customs debt, if they have a term of validity in force and do not expire by June 30, 2025.

For the second reading, the Chairman of the Committee on Economy, Budget and Finance, Radu Marian, proposed to supplement the Customs Code with a provision stipulating that both grant and loan goods be abolished from the guarantee under the temporary admission customs procedure for investment assistance projects.
