State Tax Service launches Taxpayer Compliance Program

The State Tax Service made available a Taxpayer Compliance Program that is designed to reduce costs related to the payment of taxes. “The taxpayers should voluntarily pay the taxes, while the fiscal employees should help them understand this,” deputy head of the State Main Tax Inspectorate Gheorghe Cojocari said in a program on Radio Moldova, quoted by Info- Prim Neo.
A sector analysis of the taxpayers showed there are two categories of taxpayers – who comply willingly and who are subject to a major compliance risk. The State Tax Service will take the relevant measures depending on category. “This will allow reducing the number of planned inspections. This year the number of inspections is projected to fall by 9% on 2010. Last year, the figure was by 8% lower than a year before,” said Gheorghe Cojocari.
The program envisions the electronic exchange of information with the banks and monitoring of the bank accounts opened by taxpayers. If need be, orders will be made to suspend the operations involving money from the accounts of those indebted.
“We are also working out an automated program to monitor the refunding of the VAT and new regulations for fiscal employees, where there will be described all the stages and procedures needed in the VAT administration process,” said Gheorghe Cojocari.
According to him, the designing of the automated system “Current Account for Certifying the Tax Payer” is close to being finished. The program will enable to divide the arrears depending on the date of their appearance. The tax payers will also have the possibility of seeing their accounts and to better manage the taxes and settle their debts.
