All suspects in case of arranged tender contests in health sector remain under arrest

The 16 suspects in the case of the arranged tender contests in the health sector remain under arrest. The Chisinau Appeals Court on April 23 rejected the appeals of six suspects after rejecting earlier another ten. The information was confirmed for IPN by prosecutor Mirandulina Sushitskaya, of the Anticorruption Prosecutor’s Office.

Four of the 16 suspects are in the hospital, including former health minister Andrei Usatyi, who was operated, first vice director of the Emergency Hospital Liviu Vovc, acting head of the Cahul Health Center Alexandru Hagioglo, and director of the Agency of Medicines and Medical Devices Alexandru Coman.

The Appeals Court upheld the decisions to keep under arrest for 30 days businessman Tudor Ciaicovschi, deputy head of the Public Procurement Agency Ghenadie Grib, and division head at the Agency of Medicines and Medical Devices Victor Donea.

Ex- health minister Andrei Usatyi, director of the Emergency Hospital Gheorghe Ciobanu, director of the Taraclia District Hospital Valeriu Jelev, and one of the vice directors of the Agency of Medicines and Medical Devices Alexandru Spanu were placed under arrest for 25 days.

Director of the Agency of Medicines and Medical Devices Alexandru Coman will stay under arrest for 20 days, while the vice director of the Department of Penitentiary Institutions Serghei Turcanu – for 30 days.

The following persons will remain under house arrest for 30 days: acting head of the Cahul Health Center Alexandru Hagioglo, director of the National Medical Diagnosis Center Andrei Testemitanu, head of the Center’s Logistics Division Constantin Avasiloaie, and director of the Oncology Institute Victor Cernat. The director of the Cardiology Institute Vitalie Moscalu, first vice director of the Emergency Hospital Liviu Vovc and unit director at the Ministry of Health Victor Volovei were placed under house arrest for 25 days.

The arrest warrants expire on May 5 and May 10. The 16 are accused of arranging public tender contests in healthcare, causing damage of about 30 million lei to the state.
