Law, economy, maths, informatics faculties are most corrupt in State University: survey

There are faculties in Moldova that one cannot graduate from without giving bribes to pass exams, at least once. The message has been uttered by coordinators of a project meant to monitor and prevent the corruption phenomenon in higher education institutions in Moldova. The results of the monitoring of the Moldova State University (MSU) and Alecu Russo University from Balti were made public at a news conference on Wednesday at Info-Prim Neo News Agency. According to the authors of the survey, the unofficial payments vary depending on faculty, professor, the importance of the exam, and the payment ways also differ. “The money is given either directly, or through intermediaries, which most often than not are the group chiefs. There were cases when even the cleaning woman was involved in the process,”said the project director Andrei Lutenco. The most corrupt faculties from the MSU are the faculties of law, economy, mathematics and informatics, the monitors said. The students accuse lack of transparency in managing the money, says the secretary of the Anti-Corruption Alliance, Mircea Esanu. According to him, the money from students' contracts is used for revamp works and not to raise the quality of education. A depicting example is installing two elevators in the block of the law faculty of the MSU. The expenses raced to some 200,000 euros, “an amount that the university did not use to buy books from independence till now,” secretary of the Anti-Corruption Alliance said. “Lodging students in dormitories is also a problem. The bribes go to the janitor. It's either influence peddling, or protectionism or nepotism in the relation of the student with the administration,” said a project coordinator, Natalia Camburian. The monitored institutions do not have a data base to register cases of plagiarism, said Camburian. According to her, this is dubious, at least in the case of license works, as long as you can find announcements offering to help you in writing your work at every corner. When asked about President Voronin's initiative to abandon admitting students on contract basis, the project coordinators have said in that case the professors will be even more tempted to take bribes. The project “Monitoring and Preventing Corruption in Moldova's Higher Education Institutions” was developed by the National Center for Transparency and Human Rights, the Anti-Corruption Alliance, with the support of Eurasia Foundation, as some 400 students have been interviewed.
