Moldova ranks 103rd out of 168 countries by corruption perceptions in 2015

In 2015 Moldova scored 33 points by the perceptions of public sector corruption, which is by two points fewer than in 2014, remaining on the 103rd rank out of 168 countries. Transparency International released the Corruption Perceptions Index (CPI) 2015 in Berlin on January 27, IPN reports.

Transparency International Moldova (TI-Moldova) says that the consequent fall of three governments and the multiple shortcomings in implementing the National Anticorruption Strategy, the Justice Sector Reform Strategy and the Association Agreement between Moldova and the EU diminished the population’s confidence in the authorities’ capacity to cope with corruption.

However, TI-Moldova said that given that a number of sources used to calculate the CPI didn’t manage to cover the last months of the year, which were marked by multiple alarming events, the slip in the rankings in 2015 seems relatively slight. At the same time, the connection between corruption and the capturing of the state institutions became visible. The delay in adopting the package of laws on the integrity system, the lack of a prompt attitude towards the persons responsible for security surveillance in the banking sector, political corruption through the co-opting of MPs by non-parliamentary obscure ways discredited the good intentions in the anticorruption sector stated to society and the development partners.

TI-Moldova warns decision makers that the continuous extension of corruption, capturing of state institutions and negligence of protester’s demands could endanger Moldova’s European course and undermine the democratic development of the county and could generate mass violence.

Overall, two-thirds of the 168 countries on the 2015 index scored below 50, on a scale from 0 (perceived to be highly corrupt) to 100 (perceived to be very clean). Yet in places like Guatemala, Sri Lanka and Ghana, citizen activists in groups and on their own worked hard to drive out the corrupt, sending a strong message that should encourage others to take decisive action in 2016. The average CPI 2015 for the EU countries is 65.5 points, while for the EaP countries – 34.7 points.
