Ombudswoman suggests in-prison work should be calculated in determining pension

Ombudswoman Aurelia Grigoriu has proposed amending the legislation so as to include the work done by inmates while serving their services into the period which is used to calculate pension payouts, arguing that penal punishment is no reason to limit one's entitlements to social insurance and employment rights, Info-Prim Neo reports. As found by the Human Rights Center, while the state deducts social insurance contributions from the earnings of working inmates, these are not transferred to the State Social Insurance Fund, and as a result these periods of employment are not taken into account when determining the size of pensions. Instead, these contributions are transferred to the correctional facilities where these inmates are held. Aurelia Grigoriu said the amendments would be in line with the reform of the correctional system in the part related to the inmates' social reintegration. According to data of the Corrections Department, as of January 1, 378 out of 6,476 total inmates were engaged in remunerated work. Their average salary in 2011 was 1291.53 lei, slightly dropping to 1228.27 lei in the first quarter of this year.
