The electoral rolls for the 2013 ordinary parliamentary elections will be in electronic format, not on paper as at present. This will become possible after the implementation of the automated information system “Electronic Register of Voters”, Info-Prim Neo reports. The given system was tried in the November 15 local elections in two villages of Stefan Voda district, Stefanesti and Semionovca, as part of a pilot project implemented by the Central Election Commission (CEC) and UNDP Moldova. During a news conference on Tuesday, CEC president Eugeniu Stirbu said that the pilot project has been implemented successfully and that the system will be tested at every new election until 2013 so as to see its qualities. In order to find out the voters’ opinion about the system, the polling company CBS AXA conducted a survey among the persons who participated in the local elections when they went out of the polling place. 91.4 % of those polled said they are in favor of electronic registers. Only 4% of the respondents said they are against. The Commission’s secretary Iurie Ciocan said the electronic register will help increase transparency in the voting process as there will be compiled a general list of electoral officials of the poling places and of observers. The same mechanism will be used at the polling places from abroad. The administration of the CEC also said that the automated system will exclude the possibility of double voting. Iurie Ciocan said that every polling place will have to be provided with computers and connected to the Internet. Simultaneously with the introduction of the electronic register, the Electoral Code will be modified and adjusted to the new requirements. The pilot project “Electronic Register of Voters” was implemented by the CEC with the support of the Electoral Support to Moldova Project funded by UNDP Moldova and the EU. The UNDP provided 33 million euros, while the Government of Moldova - 6 million lei.
