The Soviet-type passports will be substituted with identity cards by September 1, 2014. In its Wednesday meeting, the Government will approve a plan of action in this respect, IPN reports.

The plan defines the methods of replacing the old documents possessed by 270,000 people, including of verifying the personal data. In ordered to facilitate the process, there will be created 15 automated workplaces, if necessary. The documentation will be ensured by mobile teams of the local document issuing offices.

A series of concessions will be provided for persons who want to change the old passports for Moldovan identity cards. Certificates concerning the blood group will be issued gratis to them. The immobilized persons will be able to obtain the identity card through the agency of other persons based on power of attorney. Civil society will be involved in informing the people about the replacement of documents, including of the Transnistrians, and in providing the necessary assistance. 

Under the plan of action, holders will be able to keep the invalid Soviet passport if they want to.

The Government is to identify the financial resources needed to substitute the documents. In April, Parliament banned participation in elections with Soviet-type passports. The next parliamentary elections are expected to take place at the end of next November or the start of next December.
