The candidate for mayor of Chisinau of the Party “Platform Dignity and Truth” Andrei Nastase said that when he is elected mayor, he will eliminate the persons responsible for the appropriation of public funds, rigging of tender contests, fraudulent management of the budget and abusive use of public property from the units of the City Hall. In his electoral program, the candidate says he will create a team of devoted professionals chosen according to integrity criteria, with relevant aptitudes, who will fill the posts instituted based on a new organogram, IPN reports.

According to Andrei Nastase, an important objective aimed at stopping the migration of staff and increasing the interest in public posts will be to ensure conditions for the continuous professional growth of public functionaries by training certified by European institutions. A new public functionary’s moral code based on friendly and responsible behavior will be instituted. No citizen will be underestimated or ignored.

As to the organization of the municipal administration, the candidate pledges to decentralize and transfer a number of duties to district heads, especially those related to communal services, public utilities and local economic development. To consolidate the City Hall and ensure increased consultative and decisional transparency, he will set up a City Community Council that will involve representatives of civil society, experts and representatives of the academic and business communities.

As a mayor, Andrei Nastase aims to make sure that the documents concerning the payments made with public funds are posted on the official website of the City Hall without delay so that anyone could openly access them. Among the key measures to prevent corruption at the City Hall will be the ensuring of transparency in public procurement and strict monitoring of implementation of contracts.

The candidate said the City Hall has over 60 subordinate enterprises that manage almost the whole municipal property. These bring fabulous gains to those who control them, but 60% of these enterprises report losses of about 35 million lei a year. Therefore, a profound and honest internal audit will be performed and the municipal enterprises whose existence cannot be justified as the services they provide cost less on the free market will be liquidated. Public-private partnerships will be established to provide cheaper services of a high quality, with modern and efficient management.
