As many as 700 apartments will be built at the second stage of a project to build homes for socially underprivileged people that is implemented by the authorities. The potential beneficiaries include the districts of Sangerei, Calarasi, Ialoveni, Soroca, Leova, and Briceni.
Nadejda Birsan, acting head of the Ministry of Regional Development and Construction’s Homes Division, has told IPN that the apartments are leased out for a period of five years. The lease can be extended if the persons need to live in the apartment for a longer period.
The local authorities of the six districts are compiling the lists of recipients. The apartments will be distributed in accordance with these lists. The applicants include young families, families with many children, families that maintain invalids, pensioners or orphans, and persons with incomes lower than the minimum subsistence level. For the apartment, they will pay rental, depending on their incomes.
The second phase of the project starts this year and the construction works will be completed by 2018. In order to implement the project, Moldova in 2012 signed a framework lending agreement with the Council of Europe Development Bank for €13 million. The loan is repayable in 20 years, with a grace period of five years. The total cost of the project is €20.4 million.
At the first stage of the project, there were built 249 apartments for 581 persons. The apartments were constructed in Chisinau, Criuleni and Glodeni. The Council of Europe Development Bank provided about €5 million of the €7.7 million spent.
