The Parliament gave a second reading to the budgetary-fiscal and customs policy for 2025. According to the Government, which is the author of the draft law, the budgetary-fiscal and customs policy for next year, as a priority, provides for a set of measures aimed at ensuring economic, social and investment sustainability, IPN reports.

The bill stipulates that personal and dependency exemptions will be increased by 10%. The spectrum of tax-exempt income will also be extended. It goes to income obtained by individuals when selling a car owned for at least three years; individuals’ income from interest obtained from state securities and bonds issued by local authorities; revenues obtained from the sale of electricity by individuals, who produce renewable energy and to whom the net metering/billing mechanism applies.

The amendments also provide for the simplification of the tax reporting process for micro enterprises, which have no more than five employees.

The document extends the financial autonomy of local authorities by offering the right to increase the real estate tax and the land tax by up to 300% for unmaintained buildings and land within the built-up area, as well as for agricultural land not cultivated for two consecutive years.

It is also proposed to eliminate the tax for dog owners and to adjust the rules concerning the tax for placing advertising and the tax for advertising devices.

In the customs field, the draft law aims to extend the validity period of authorizations for special customs regimes until January 1, 2027 and to exempt goods placed under the customs procedure of temporary admission for technical and investment assistance or active training projects from guarantee until December 31, 2026.
