The Central Election Commission (CEC) agreed the calendar program for organizing and holding the November 30 parliamentary elections, IPN reports.
From October 1 until October 30, the parties participating in the elections will designate the candidates for MP. Starting with October 1, the CEC will issue subscription lists for gathering signatures in support of independent candidates.
The documents for registering the candidates in elections can be submitted between October 3 and 30. When two or more candidates submit the documents simultaneously, a commission will hold a draw to decide the order in which they will be written on the ballots.
The deadline for registering candidates in elections is November 6. Until November 7, the full list of registered candidates will be published and transmitted to every polling place when these are set up.
By November 22, the election runners can make changes to the list of candidates, like replacing a candidate by another one, changing the place of order or excluding the candidate from the list, or can withdraw the list of candidates.
Within three days of the registration of the election candidate, there will be agreed the minimum of places for electoral advertisements and the minimum of places for holding meetings with voters. Electoral propaganda is allowed until November 28.
As to the financial support for the election campaign, the program says that until October 6 the CEC will set the ceiling of financial resources that can be transferred to the contender’s electoral fund. When the election runners are registered, they will open a special bank account entitled “Electoral fund”. Once in two weeks, they will present financial reports to the CEC, which must contain information about the incomes and expenses used for the purpose.
By October 20, the people who are abroad can submit online statements for being registered as voters abroad. By October 30, the voters can inform the local public authorities about the new place of stay.
The model and text of the ballots will be agreed by November 11, while the number of ballots needed for the elections will be decided by November 14. The ballots will be printed by November 26.
Voting on November 30 will take place from 7am until 9pm. If necessary, the polling places will extend the work program by at most two hours so as to enable the queuing up voters to exercise their right to vote.
By December 10, the electoral documents concerning the organization and holding of the elections and the election results will be submitted to the Constitutional Court for validating the outcome and the seats of MP and for confirming the list of substitute candidates. By December 22 inclusive, the elections will be validated or invalidated. The final election results will be published within 24 hours of the reception of the documents from the Constitutional Court. After the elections are validated, the elected MPs will be issued with permits.
