The investigation into the case of pay parking lots that features mayor general of Chisinau municipality Dorin Chirtoaca was completed and the case was sent to court. According to the Anticorruption Prosecutor’s Office, Dorin Chirtoaca committed acts of passive corruption and influence peddling in an aggravated form while holding office. The mayor pleads not guilty, IPN reports.

The collected evidence shows that in 2014-2015 the Chisinau Municipal Council (CMC) approved the study to implement the pay parking spaces project in the capital city and ordered to select a private partner. It also approved the composition of the selection commission that was headed by deputy mayor Nistor Grozavu. In the spring of 2015, businessman Alexandru Pinchevski scheduled a meeting with the head of the General Public Transport Division Igor Gamretski and asked him to influence the mayor to hasten the tender contest and to make sure that the company he represented won the contest.

Igor Gamretski told the businessman that in exchange for 26% of the capital of the company that would win he could convince the mayor and other officials of the City Hall to support the project. Later, Igor Gamretski, helped by Alexandru Pinchevski, through the agency of trustworthy persons, registered an offshore company in Cyprus. After this company became active, the mayor instructed to initiate the tender contest and the company won this. On the mayor’s instructions, the deputy mayor signed the contract without the consent of the CMC, which was necessary.

Dorin Chirtoaca is accused of accepting gains to hasten and implement the plan and of influence peddling.

To exclude any influence on witnesses, the prosecutors requested the CMC to suspend the mayor from post for the period of the trial.
