“What happens in Moldova cannot be called a crisis. Rather this is a deadlock which is not the fault of the politicians but of the drafters of the Constitution”, said Jean-Louis Laurens, Council of Europe's Director General of Democracy and Political Affairs, at a news conference in Chisinau on Friday. The CoE official specified that the deadlock, in particular the failure to elect the president, results from the provisions of the Constitution. Moldova hasn't had an elected president since August 2009. A delegation of the Council of Europe's Secretariat, headed by Jean-Louis Laurens, is visiting Moldova to assess Moldova's progress in meeting commitments under CoE accords, with a view to ending monitoring in respect to Moldova, as well as to establish future priorities for cooperation.
