The Communist factions in the Parliament and the Chisinau Municipal Council (CMC) demand that the Chisinau authorities annul the contract for the construction of a waste recycling plant in the municipality of Chisinau. The Communists say the population will suffer the consequences of the dubious business practices of the Chisinau City Hall, Info-Prim Neo reports.
“I did not see either a study of the impact of burning waste or a feasibility study. Moreover, the plan was not discussed with the population. Many countries now abandon such burning technologies. All the countries in the EU want them to disappear by 2020, but we want to build now such a plant,” said Communist MP Violeta Ivanov, former Minister of Ecology and Natural Resources.
Violeta Ivanov also said that the contract signed by the City Hall and the Italian company Engineering Consulting envisions the import of high-calorie waste from other countries, stressing that the burning of such waste can cause various diseases.
The leader of the Communist faction in the CMC Valery Pavlov said the implementation of this contract will contribute to the transformation of Chisinau into Europe's 'waste dump'. “Neither Chisinau nor the whole country have the amounts of garbage planned to be burnt at the plant. So, the waste will be imported. The contract does not say where the burnt products will be taken,” Pavlov said.
Violata Ivanov also said that as MP he filed an application to the Minister of the Environment, the Minister of Health and the Prosecutor General, asking that they provide details about the given project. According to her, the ministers answered that they know nothing about the examination of this project, while Prosecutor General Valeriu Zubko said the contract must be terminated if the project was not approved by the Parliament.
The construction works on the waste recycling plant could start next spring. According to the Chisinau administration, the works will last for 20 months. The plant will include five lines that will process by 400 tonnes of waste a day. The investments in the plant would total about 200 million euros.
In a news conference organized by the Ministry of the Environment, specialists said the waste recycling plant will not pollute the environment as the emissions will undergo five cleaning stages.
