The Constitutional Court was issued a referral in order to rule regarding which electoral system will be used for the parliamentary snap elections, in case the elections take place. The authors of the referral are Party Action and Solidarity MP, Sergiu Litvinenco, Platform Dignity and Truth MP, Alexandru Slusari, and Socialist MP, Vasile Bolea.
The authors of the report said that the question "which electoral system will be used for the parliamentary snap elections, in case the elections take place", was triggered by the cancellation of the mixed electoral system and reinstatement of proportional electoral system , by Parliament, that entered into force on August 17, 2019.
According to the authors of the referral, this was necessary in order to ensure the predictability of the electoral process. "It should be noted that the need for interpretation of Article 72 paragraph (3) letter. a) of the Constitution by reference to the matters under consideration does not mean that the signatories of the present referral and the parties to which they belong are preparing for snap parliamentary elections - the snap parliamentary elections can be triggered exclusively under the conditions and circumstances provided by the Supreme Law - but it is necessary to ensure the predictability of the electoral process and its normative framework ”, it was said in the notice.
