“It was normal for the Constitutional Court to pass such a decision. At last the Court gave a clear answer and did not create much ambiguity as some anticipated,” the leader of the Democratic parliamentary group Dumitru Diacov said when asked by Info-Prim Neo to comment on the Court’s interpretation of Article 78 of the Constitution, which describes the procedure for electing the head of state.
Dumitru Diacov said the Constitutional Court’s duty is to defend the Constitution. “We asked for an interpretation in order to calm the constitutional law experts down. Some of them said it was possible, others said it was not possible. Now the Court passed judgment and the discussions are over,” said the lawmaker.
“We have a clear answer from the Constitutional Court and it creates a clear situation for the Parliament of Moldova, which now knows what it should deal with,” added the leader of the Democratic group.
He stressed that the further steps will be discussed in a meeting of the Council of the Alliance for European Integration on September 21, which was set earlier.
On September 20, the Constitutional Court ruled that the Parliament cannot institute another majority for electing the head of state by organic law when the Parliament is dissolved repeatedly following the non-election of the President. The decision is definitive.
