Consumers dissatisfied with heat supply in apartments can ask housing fund administrators to recalculate bills

The consumers that are not satisfied with the level of heat supplied in a centralized way can ask the housing fund administrators to recalculate their bills, Mihai Arusoi, commercial director of Termocom SA, said at the Chisinau City Hall’s meeting on November 19. According to Arusoi, the administrator of the housing fund must satisfy the complaint of the consumer within 14 days if the radiators in corner apartments provide temperatures below 20 degrees Celsius and in the other apartments below18 degrees Celsius. Arusoi asked the consumers to take action immediately after they notice faults and not post-factum, as in such a case the applications will not be satisfied. He also said that the consumers should not petition the Government and Parliament over such issues because these problems are solved only in cooperation with the housing fund administrators and the heat supplier. The commercial director said that the exit temperature of heat at thermoelectric plants is 80 degrees and it corresponds to the technical norms and the temperatures from outside. All the apartment buildings in the municipality of Chisinau are now connected to the heating system. According to officials of the City Hall, only one consumer complained about the low temperature in the apartment last week. Even if not all the pipes in residential blocks provide heat adequately, the local authorities say that the heat supply this year is much more qualitative than the previous years. Despite problems related to the wear degree of the piping systems in the blocks of flats, the head of the General Housing-Communal Division Dionisie Boaghe says that a broad plan for preparing the municipality for the heating season must be worked out for the next year. The plan must envisage the repair of the piping systems in certain residential blocks.
