Criminal case opened by Prosecutor’s Office is political settling of accounts, Anatol Plugaru

“The legal case against the limited liability company “Plugarul” SRL that was closed last year and reopened illegally by the Chisinau Prosecutor’s Office has political connotations,” ex-Minister of Security Anatol Plugaru told a news conference on April 20. According to Plugaru, by artificially reopening this case, the authorities aim to intimidate him because he leveled harsh criticism against the party of Dumitru Diacov, who is the brother of prosecutor Ion Diacov and a former inferior of Anatol Plugaru. In reality, the relations between the administration of “Plugarul” SRL and the investors should be examined by the court, not the Prosecutor’s Office, says Anatol Plugaru. “There were no new circumstances for reopening the case. All the money collected from the people was invested in the construction of the apartment building. An elementary calculation shows that more money was invested in the building than the amount collected from the people under the investment contracts. Moreover, in order to prepare the plot and start the reconstruction works, “Plugarul” SRL spent several million lei on purchasing new apartments instead of the old ones that were demolished in accordance with a decision by the Chisinau Municipal Council,” Anatol Plugaru said He stressed that the works at the building site were stopped as in another over 200 cases all over the country because a part of the investors lost their workplaces abroad as a result of the world economic crisis and could not make the payments stipulated in the contract. “The Prosecutor’s Office did not have the right to hold a news conference and disseminate information that harms the honor, dignity and professional reputation of “Plugarul” SRL without thoroughly checking the decisive circumstances in this case,” said Anatol Plugaru. The former Minister of Security stated that swindle is when you collect money from people without having land, urbanism certificate, construction authorization and project. “I never stole anything. I trust the people to whom I entrusted the administration of this company,” he said. Anatol Plugaru said prosecutor Ion Diacov pursues personal and political interests and is transforming a state institution into a political and economic instrument of those on whom he depends. Anatol Plugaru presumes that this settling of accounts was planned by his political opponents, who did not like that he harshly criticized Speaker Marian Lupu, who did not ensure the security of the Declaration of Independence during the April 7, 209 events. Even if attacked by those who complained to the Prosecutor’s Office during the news conference, the founder of “Plugarul” SRL apologized to the investors for the delay and promised that the company will make everything possible to finish the construction.
