The Chisinau Appeals Court suspended the Government’s decision to merge two companies managed by the Forestry Agency “Moldsilva” - the Chisinau Forestry Enterprise and the Institute of Forest Research and Development - into the Forestry-Training Enterprise.
The Government’s decision was challenged by the administration of the Chisinau Forestry Enterprise. In a news conference at IPN, “Moldsilva” director general Stefan Chitoroaga said he does not understand why the court took such a decision. The merger will not lead to layoffs. Only the post of director at the two companies will be removed. There will be instituted one post of director with two vice directors chosen by contest.
In the same news conference, the Director of the Institute of Forest Research and Development Dumitru Galupa said that most of the employees of “Moldsilva” need refresher courses as their qualifications are not appropriate for the posts held. The problem is that the institutions training specialists in the field of forestry do not have special places to allow the students to become involved in internship. Therefore, when the strategy for reforming the forest system was worked out, with the support of the World Bank, it was decides to merge the enterprise and the institute and to create the Forestry-Training Enterprise.
According to the jurist of “Moldsilva” Radu Grosu, the challenge filed to the Chisinau Appeals Court should have been remitted to the Buiucani Court, not to the court of appeals. “Moldsilva” will dispute the decision of the Chisinau Appeals Court so that the initiated reforms are continued.
The administration of “Moldsilva” also said that a series of violations were identified at the Razeni Forestry Enterprise, where the director calculated by himself his salary and bonuses, causing thus damage of 80,000 lei. The same company caused damage of 300,000 lei by misusing the money intended for supporting the pheasants. The competent bodies haven’t yet taken measures in these cases.
