The regulations that impose restrictions on drone filming, drafted by the Civil Aviation Authority, should be withdrawn, international expert in transport and public policies Oleg Tofilat stated in the talk show “Media Azi” that is staged by the Independent Journalism Center. The expert said the draft regulations are noxious because they introduce too many restrictions for an industry that hasn’t yet developed in Moldova, IPN reports.

According to Oleg Tofilat, the draft should be withdrawn because there are no chances of improving it. The drone users will have to ask permission from the Civil Aviation Authority for filming within 250 meters from a particular object. The permission will be issued during ten workdays. “The draft also says that any activity that implies filming on the national territory should be approved of by the Security and Intelligence Service,” stated the expert.

Oleg Tofilat said the regulations do not comply with the national legislation, namely the law on normative documents that provides that such regulations should be adopted as Government decisions.

Constantin Vozian, senior specialist at the Civil Aviation Authority, said the goal of the regulations is to create conditions for ensuring an acceptable level of flight safety and the safety of persons on the ground. The journalists could film with a drone if they prove they have the capacities needed to handle such aircraft and to perform such filming and if they have the necessary authorizations. “The document does not ban something categorically. It is designed to create a flexible framework and the intention was to institute a user friendly mechanism so that the drone users enjoy rather flexible legislation appropriate for the operations they intend to carry out,” he stated.
