Providing each citizen with water is a duty of the state, but people must also realize that this water supply implies expenses and it doesn’t come from nowhere. “Only when each of us will understand that water supply service implies expenses and there is the aspect of costs, there will be more economy and a different attitude towards water”, stated Prime Minister Vlad Filat during the international conference “Challenges in the water supply and sewage sector in Moldova”, Info-Prim Neo reports.
The Prime Minister said that each citizen must show personal responsibility as far as water supply is concerned. “Starting from the personal responsibility of each citizen, leader, head of institution, mayor and so on, we’ll have people with access to quality water. This way we’ll have a modern country”, declared Vlad Filat.
He spoke about two key aspects of water supply. The first concerns the participation of the community. The project won either with public funds or foreign financing covers only part of the expenses. The community and local leaders must mobilize unprecedented solidarity resources, to participate in construction and in organization. “The power of the feeling of belonging to the community is strategically as important as the access to resources and funds”, said Vlad Filat. The second aspect concerned ‘neglect vs. quality’. “Setting priorities and providing quality are equally important”, he concluded.
According to the data of the Ministry of Environment, 45% of Moldovans lack access to centralized drinking water supply systems and 65% to sewage systems.
