IT fiscal facilitations could be extended until 2020
The fiscal facilitations afforded to IT companies and their employees will be extended until 2020 under the draft 2017 fiscal and customs policy. The income earned by the employees of IT companies shall not be subject to taxation if several conditions are met: the company must regularly and fully pay its taxes; the company’s software sales must represent no less than 50 percent of its total sales; and the employees’ posts must be part of a specialized informatics compartment, as confirmed by the organizational chart. The employees, however, may not pass the personal tax exemption allowed under Art.34 of the Fiscal Code to their spouses.
Agriculture Ministry wants to create Board of Veterinarians
The Ministry of Agriculture and Food Industry proposed the creation of a Board of Veterinarians in Moldova. The institution will supervise the basic aspects of sanitary-veterinary activities and the relationship between veterinarians, including freelancers. A bill in this regard has been published on particip.gov.md and is open for public debate. The Board of Veterinarians will certify veterinarians, will be in charge of professional promotions and will issue attestations of the professional rank. In developing this bill, the authors have studied legislation from EU member countries.

VAT cut proposed for solid biofuel
An 8% VAT rate, instead of the standard 20% one, will be applied to the entire chain of production and delivery of solid biofuel, as proposed by the draft 2017 Fiscal and Customs Policy, which is currently under public debate. The measure will involve, among other, deliveries of raw materials, including all sorts of wastes, to produce solid biofuel, as well as deliveries of solid biofuel to produce heat and hot water.
Oleg Brinza is ADAMA’s new sales manager for Moldova
Effective on September 1, Oleg Brinza will become ADAMA Agricultural Solutions’s new national sales manager for Moldova, the company, a leader in the crop protection industry, said in a press release. According to the company, Oleg Brinza gained his 18 years long professional experience in diverse sectors, including significantly in agricultural consultancy. He has also occupied positions of Director of purchasing and supply chain, Manager for development of renewable energy from biomass or Specialist in agribusiness and agricultural product promotion.

Japanese company Metal Products to start new project in Moldova
Representatives of the Japanese company “Metal Products Inc.” have announced, at a meeting with Moldovan Prime Minister Pavel Filip, the upcoming launch of a new investment project in our country. The Japanese investor started operating in Moldova two years ago by participating in a project in the field of renewable energy and biomass. Now the company has decided to start a project involving designing and manufacturing of metal parts.
Support for modernizing fiscal administration
The Government is proposing the Parliament to ratify a financing agreement with the International Development Association for 5.3 million drawing rights, and a loan agreement with the International Bank for Reconstruction and Development for $12.58 million in order to implement the Preparation Of The Tax Administration Modernization Project (TAMP). Both institutions are Wolrd Bank organizations. The money offered to Moldova with these agreements will help to improve fiscal policy as well as the institutional and operational capacity of the State Fiscal Inspectorate.

Over 10 million lei owed in compensation to fruit-growers has been paid
The Ministry of Agriculture and Food Industry has announced that it started paying out money owed in compensation to the owners of apple and plum orchards who suffered losses following the Russian ban imposed since 2014 on Moldovan exports. In particular, yesterday the Ministry transferred a total of 10.57 million lei to 30 beneficiaries. The money was allocated from the subvention fund, which this year is 900 million lei.

Moldovan companies will receive grants to export strawberries and organic grains to EU
The Implementation Unit of the Competitiveness Enhancement Project (CEP) has approved financing for three applicants. A company will grow strawberries and another one organic grains, both planning to export to the EU. A third one wants to increase its wine export capacity. According to a press release of CEP, Criuleni-based Impex Business Group, specialized in the cultivation of strawberries with the use of hydroponics, wants to improve its production processes and the quality of its goods in order to compete on the EU market. The company plans on selling its strawberries to European supermarket chains and applied for a CEP Grant in order to hire foreign advertising and marketing experts, as well a hydroponics consultant.

Diaspora coming together for business forum
Top managers in foreign companies and business people hailing from Moldova will come together on Sunday for the second Diaspora Business Forum, this year themed “Local Development Opportunities”. The event will be also attended by government officials, including Prime Minister Pavel Filip and Economy Minister Octavian Calmic, as well as domestic business representatives. The Diaspora Bureau says the forum aims to create business networks of excellence and engage the diaspora in advancing Moldova's economic growth.
