The draft Law on Electricity has been presented for public consultation and is available on particip.gov.md. The Ministry of Energy says the bill is designed to modernize and optimize the electricity sector in Moldova and represents an essential step in the alignment of national legislation with European norms, contributing to our country’s integration into the European Network of Transmission System Operators for Electricity.
One novelty is the introduction and regulation of modern energy market concepts, which include the day-ahead market (DAM) and the intraday market. The day-ahead market allows prices and transactions to be set the day before electricity is supplied, while the intraday market offers the flexibility to adjust transactions during the day of delivery, depending on actual consumption and production needs.
The bill also introduces measures aimed at the separation and independence of both transmission (OST) and distribution (OSD) system operators.
In addition, the bill places special emphasis on the promotion of advanced and innovative technologies in the energy sector. The draft law also gives an active role in the market to end consumers, giving them the possibility not only to consume energy, but also to produce it, store it and sell it on the market.
Further, the document provides for measures that will facilitate partnerships between Moldova’s system operators and those in neighboring countries, which is expected to boost energy security and promote efficient and transparent cross-border trade.
