More than 16,000 people from Chisinau have filed applications for cold-month allowances for the 2013-2014 heating season since the start of November. The municipal authorities said the number of applications is by 50% lower than last year, IPN reports.

Of the over 16,000 applications submitted, 12,000 have been examined and accepted. The head of the Public Amenities Division Petru Gontea said it is rather improbable that there will be filed the same number of applications as last year – over 34,000. The authorities expect the number will represent about 70% of the last year’s figure.

Pentru Gontea said the decline in the number of applications is due to the new requirements imposed. The applicants must present a certificate about the family incomes, from the Sate Tax Inspectorate. Also, the files include dwellers that are abroad.

The compensations provided by the Chisinau administration in the cold season represent 40% of the heat bills. The applicants must have a monthly income of under 1,700 lei per member.
