The first Twinning with Moldova project will be launched in Chisinau on September 17. The project is implemented by a consortium formed of the National Assembly of France together with the French Senate and the National Assembly of Hungary, Info-Prim Neo reports, quoting the Moldovan Parliament’s press service. The project will help strengthen democracy and the state of law and adjust the national legislation, norms and standards to the European ones, the communiqué says. The Parliament of Moldova is the beneficiary. Speaker Marian Lupu is the leader of the project on behalf of the beneficiary. Training courses and fact-finding visits will be organized as part of the project. They will center mainly on four components: support to the process of reorganizing the Parliament’s apparatus, strengthening of the Parliament’s capacity of adjusting the Moldovan legislation to the European one, assessment of the impact of the regulations, strengthening of the Parliament’s control over the Government. The activities will be carried out by experts from the administrations of the Parliaments of France and Hungary and by civil servants of other EU legislatures in certain cases. The project worth about 1 million euros is fully financed by the European Commission. The project implementation period is two years. Twinning is a European Union institution building instrument which aims to help the new member states, candidate states and neighboring states strengthen their institutions and societies. This project became available to Moldova as part of the European Neighborhood Policy. The project is the first of a number of Twinning projects under formulation in such areas as justice, competition, intellectual property rights, public acquisitions and standards and norms for agricultural products.
