A forum to stimulate the absorption of European funds by the Republic of Moldova, which was granted the EU candidate status, was held in the Romanian city of Arad during November 17-19. Representatives of the Moldovan Institute for Development and Expertise of Projects (IDEP) said the goal of the event was to borrow good practices from Romanian counterparts for absorbing the pre-accession funds that will be available to the Republic of Moldova starting with 2023.
In a news conference at IPN, Iurie Calestru, IDEP programs director, said the forum held in Arad was preceded by a similar event that was organized and hosted by the Budești mayor’s office on October 7. The forum in Budești brought together over 120 participants from key institutions operating in such areas as education, health, regional and local authorities, airports and railways from both banks of the Prut. A series of interinstitutional partnerships were established as a result of the event.
Iurie Calestru noted that in Budești they proposed holding a similar event in Arad and this was hosted by the rector of “Aurel Vlaicu” University of Arad Ramona Ilie and the local public administration. “During November 17-19, 2022, there were paid individual, group and sector visits aimed at contributing to the establishment of interinstitutional partnerships. We believe that through these partnerships between institutions from the two banks of the Prut, we will be able to set up joint Moldovan-Romanian teams for prompt cooperation in different development projects. Romania already has experience in taking the necessary measures in the pre-accession period and this experience is therefore very important. We hope that together, thanks to and with the guidance of our counterparts from Romania, we will contribute to the maximum absorption of the European funds that will be available as from 2023,” said the programs director.
“We, IDEP Moldova, set the goal of prompting a series of interinstitutional partnerships for conceiving joint projects connected to the opportunities available at present, including the pre-accession ones that will be launched by the European Commission in 2023. This event comes to create a cooperation framework so as to cover the pressing shortage of capacities to absorb these funds in the Republic of Moldova, caused mainly by the lack of experienced personnel for using the European funds in public institutions and the lack of experience in attracting and managing European funds directly from the European Commission. The partnership and the support of the Romanian counterparts are vital at this stage of European integration of the Republic of Moldova,” stated Iurie Calestru.
During three days, the organizers of the event furnished the participants with expertise based on the real-time formation requirements and needs for stimulating the absolution of the European funds by Moldova, presenting also theoretical and practical aspects in the field and encouraging representatives from Moldova to continue to improve their practices on this segment.
