The Cabinet didn’t endorse the bill to declare amnesty on the imposition of contravention fines based on article 761, par. (1) of the Contravention Code during the state of emergency. The bill was submitted by a group of MPs as a legislative proposal, IPN reports.
The bill authors said the Contravention Code’s provisions were applied “selectively, deliberately and non-uniformly” by the authorities and the principle of equality before the law was violated. They invoked the lack of efficient anti-epidemic mechanisms and insufficient supervision of public health by the state. Therefore, it was proposed refunding the sum of 36 million lei that was collected into the state budget in fines from private individuals and legal entities for not obeying the anti-epidemic measures during the state of emergency.
According to Minister of Justice Fadei Nagachevski, it is very dangerous to adopt such a bill that promotes defiance of the measures imposed by the authorities to stop the spread of infection amid the pandemic.
A part of the sum of 36 million lei was used to remunerate frontline medical staff that struggles to contain the pandemic, risking their life and health, stated the minister.
