President Igor Dodon discussed with the delegation of the Venice Commission that came to Chisinau to assess the initiative to amend the Constitution and give the President more powers to dissolve Parliament. He said he will insist on the amendment of the Constitution by all ways possible as he is firmly convinced that the early parliamentary elections should take place as soon as possible, IPN reports.

Igor Dodon said he understands the messages of other parties, especially of the Democratic Party, together with its spoilers and clowns, which monopolized the power in the state and does not want to allow the President to exercise his mandate and limits his powers. He noted he understands the position of smaller parties that have slim chances of entering Parliament and are categorically against the dissolution of Parliament and want to extend their presence in the legislature for as long as possible.

“I think we should create a balanced political system, regardless of the party or the ideological interest of someone. There is a parliamentary majority, a President elected by the direct vote of the people and evidently the powers of all the branches of government should be balanced out. I thanked the Venice Commission experts for their work. I said that we will take into account the best international practices as regards the promotion of electoral systems and the amendment of the Constitution,” stated Igor Dodon.

Simona Granata-Menghini, Deputy Secretary of the Venice Commission, said the experts came to Chisinau to assess the proposals initiated by the President. They held meetings with representatives of all the parliamentary groups and with the Head of State. The assessment will be carried out in accordance with the international standards and in the context of a comparative analysis of the systems of other states. No conclusion has been yet reached. The discussions will be continued in Venice. An appraisal of the President’s initiative will be presented in June.
