The bill on the opposition put forward by the leader of the Party of Socialists, MP Igor Dodon envisions holding monthly by a Parliament sitting where to discuss the parliamentary opposition’s initiatives. The bill was discussed at debates with civil society, Info-Prim Neo reports.
In the discussions, Igor Dodon said that the opposition’s bills are not always discussed in the legislative body’s sittings and are often ignored. “We consider that one meeting of Parliament a month should focus on the bills drafted by the opposition. The opposition should be able to provide arguments in support of the bills,” said the lawmaker.
According to him, for the parliamentary majority to work normally, the opposition should have certain instruments to control the government. “We suggested such control instruments as the Audit Office, the Broadcasting Coordination Council, the Human Rights Center, and others,” said Igor Dodon.
The bill enables the opposition to form an alternative government. Igor Dodon stated that such a thing is successfully implemented in many countries. “We consider that such a provision would make the dialogue between the opposition and the parliamentary majority more open,” he said.
He also said that this law should be an organic one, which would clearly define the parliamentary opposition and the extra-parliamentary one, the rights of the opposition and the obligations of the government in definite cases. “This bill should also include elements concerning the extra-parliamentary opposition, which should have instruments and possibilities of becoming involved in the legislative process, maybe together with the parliamentary opposition,” stated Igor Dodon
He specified that after a meeting with President Nicolae Timofti, it was agreed that such a bill will be proposed for discussions and put forward as a legislative initiative in May. Igor Dodon stressed that he would like the bill to be drafted by civil society, not a party.
