Law on prosecution service passed in first reading

The draft law on the prosecution service was adopted in the first reading by the votes of 37 MPs of the 67 attending. The bill was voted by the Lib-Dems and Democrats. The Socialist and Liberal MPs refused to vote, with the latter criticizing the vote of their colleagues, IPN reports.

The leader of the Liberal faction Mihai Ghimpu said today’s vote is a shame. It was logical to adopt a bill to amend the Constitution first and then to examine the bill on the prosecution service. In reply, Head of Parliament Andrian Candu said the bill is debated in the first reading and can be yet modified in the second reading.

On May 28, the bill was discussed by the MPs for several hours, but no compromise could be reached and it was decided to postpone the vote until next day. MPs criticized mainly the provisions concerning the appointment of the prosecutor general. Under the bill, the prosecutor general will be named to post for one seven-year term. The candidate will be selected at a contest staged by the Supreme Council of Prosecutors. The person that will get the highest score will be proposed to the head of state for confirmation. The President will be able to reject the candidate fielded by the Supreme Council of Prosecutors only once. Though the law will take effect on January 1, 2016, these provisions will start to be applied when the Constitution is amended. This fact caused controversy.
