Lawmakers specify subjects of local referendums

Only subjects within the competence of the local authorities will be put to the vote in local referendums. The issues that can infringe the provisions of the Constitution cannot be referendum subjects. The questions in ballots will be formulated clearly, without suggesting an answer. A bill with relevant amendments to the Electoral Code was endorsed by the Parliament’s legal commission for appointments and immunities, IPN reports.

One of the bill authors, Democratic MP Sergiu Sarbu said the legislation allows speculative interpretations. That’s why they should specify the subjects that can be put to the vote in plebiscites or not.

Communist lawmaker Anatolie Zagorodnyi urged the MPs of the government coalition to admit that by this bill they try to avoid the organization of referendums similar to those held in Gagauzia, where the people pronounced on the country’s external development course.

Chairman of the Central Election Commission Iurie Ciocan said there should be clear provisions stipulating that all the organizational matters connected with elections must be financed exclusively from the state budget. At local level, only a subject related strictly to the settlement can be put up for a referendum.

The bill was approved by the lawmakers of the government coalition. The Communist MPs voted against.
