The local public authorities will be able to hold local referendums only if the people are invited to pronounce on matters that have a special importance for the settlement and that are within the legal competences of the local public authorities. A bill to this effect was passed by Parliament. The bill also specifies the cases when local referendums cannot be organized, IPN reports.
One of the bill authors Tudor Deliu said the questions put up for the local referendum must be formulated in a neutral way without suggesting answers. Questions that exclude each other will not be allowed.
Subjects that refer to the national interests and that are within the competence of the Government Parliament cannot be proposed for referendum. Local plebiscites on the internal and foreign policy of the state, on taxes and budget, on extraordinary or emergency measures to ensure the public order, health and security, on subjects concerning the election, appointment and dismissal of persons, which are within the competence of the Government, Parliament and President, and on the competences of courts and prosecutor’s offices are banned.
The bill is to be adopted in the second reading.
