The controversial bill on the status of Chisinau municipality proposed by the Liberal MPs was passed by Parliament by a majority of votes on April 8. The Socialist MPs voted against, calling this legislative initiative abusive, IPN reports.
Liberal MP Stefan Vlas, one of the authors of the bill, said the activity of the local public administration, especially of Chisinau municipality, is regulated by legislation adopted during the old regulation system that is outdated. It runs counter to the current legislation and this leads to erroneous interpretations by the courts of law and hamper the establishment of order and correctness in the administrative system of Chisinau municipality.
Socialist MP Vlad Batrancea said that this bill actually limits the powers of the Chisinau Municipal Council. “Under this bill, the mayor general will only inform the Council about the appointment of the deputy mayors, division heads and enterprise managers. This is an abusive law and we will challenge it in the Constitutional Court,” he stated.
The leader of the Liberal Party Mihai Ghimpu replied that the mayor general of Chisinau municipality is elected by the people and this has the right to choose his team himself.
Unaffiliated MP Eugen Carpov, of the European People’s Parry of Moldova (PPEM), said that most of the MPs defend their interests because a similar bill put forward by the MPs of the PPEM a year ago is ignored, while the Liberals’ initiative is promoted swiftly and with serious violations of the legislation. The bill authors intentionally diminish the role of the Chisinau Municipal Council.
Communist MP Elena Bodnarenco, who heads the commission on public administration, said the bill is aimed at strengthening and optimizing the management of Chisinau municipality. The commission considers the initiative complies with the power decentralization strategy.
