The Ministry of Education and Research reduces the number of stages of the competition for the positions of director and deputy director in general educational institutions from four to three in a new regulation on its organization and conduct. Thus, the separate evaluation and scoring of the CV have been eliminated, but it remains a mandatory part of the competition dossier, IPN reports.
According to a MEC press release, the competition will consist of three successive stages: verification of fulfillment of the conditions for participation, assessment of professional and managerial knowledge (written test), and interview. The regulation also introduces the written test (test) as a compulsory stage for all candidates, including those competing for the post of deputy director.
Another change aims to reduce the number of compulsory certificates. Whereas previously candidates had to present three certificates, now only one medical certificate, issued by a family doctor, is required, attesting fitness for the post.
A mandatory requirement of the candidate's good character has also been introduced. Only a person who has not been convicted of a serious, particularly serious or exceptionally serious intentional crime, even if the criminal record has been expunged, and who has no previous criminal record for other offenses or no unblemished criminal record or prohibition imposed as a result of such offenses, may take part in the competition.
Candidates must not have any behavior or activities that are incompatible with the rules of the Code of Ethics for Teachers, as confirmed by a final decision of the Ethics Council, and must not have committed an abuse that violated fundamental human rights and freedoms, as established by a final judgment of national or international courts.
Another important change is the abolition of the obligation to submit the draft development plan of the institution at the application stage. This document will only have to be presented to the committee on the day of the interview.
Also, according to the new provisions, persons applying for the posts of director and deputy director in general education institutions must not be older than 65.
The amendments to the regulation will enter into force on the date of publication in the Official Journal.
